Order Cancellation API

This API used :

1. If the order is cancelled or returned, then the system should revert the code back to the portfolio of available codes with the associated benefits.
2. The same is true for Coupons, Targeted Offers (Stored Value reversal), and Loyalty Campaign (points reversal).

Note: All the three APIs under Block And Release should be used in conjunction.
