Offer Block API

This API is used:

when the customer applies the code on eCommerce (or the sales rep applies the code), the code gets validated and

1. Blocked completely if the payment is successful.
2. If the Payment is not done successfully, the coupon will be blocked for 15 minutes only.

Note: All the three APIs under Block And Release should be used in conjunction.
